File Access Reports can be found under Library> Files and then clicking the button "View File Access Reports" in the upper right, you can get a report by CCLI Rehearsal License or by General File Usage.

As shown in the screenshot above, you can filter the results for your report by the type of Access, such as streamed, downloaded, or either, as well as by date.
